The MDBLP brings together people from across the Basin who are ready to work beyond their own interests and contribute to strengthening understanding of how the Basin’s water resources are managed. 
This is a leadership experience designed for people who care about the future of the Basin and the communities, industries and water dependent ecosystems it supports.

You will join a diverse cohort of people from across regions, sectors and backgrounds.

Together, you will build the skills, relationships and mindset to work through complexity, navigate difference and take action where it matters most. This includes engaging your communities, supporting informed dialogue about water use, and helping educate Australians about the Basin’s water resources and the pressures they face . WaterNSW is making releases from Copeton Dam to target flows at Tyreel Weir in the Gwydir River. The expected peak flow at the site is about 100 ML/day from 30 May 2026

FPH Classification of works

Classification of works for FPH in the WaterNSW customer portal cannot yet be completed correctly.
The appropriate classification for all active works included in a FPH entitlement is Constructed. Unfortunately the customer portal does not have this as an option yet.
Please register on the portal, but please wait until it is updated to include the Constructed classification before classifying works associated with your FPH entitlement.
In Summary:
1. Storage Measurement - For approval holders who elect storage measurement, each active storage used to take FPH water will require metering. Each of these storages needs to be classified as constructed.
2. Point-of-intake measurement - For approval holders who elect point-of-intake measurement, each pipe or pump that is used to take FPH water require metering. Each of these pipes or pumps needs to be classified as constructed
3. Any other work on the statement of approval that is used to convey FPH water can also be classified as constructed. For example, channels, internal lift pumps, pipes, regulators or block dams*. These works can be classified as constructed and not require metering as the FPH rules specify only storages or point-of-intake require metering.
We are working with DCCEEW and WaterNSW to get the classifications distributed to you and the portal updated as quickly as we can. 

In May the GVIA completed our submission to the NSW connectivity program.
We have significant concerns about this program and the implications it has for members and the communities we live in. 
The concept of connectivity should not be pursued by NSW in isolation from Queensland. This is a whole of basin concept and should be facilitated by balanced conversations with the MDBA. 
GVIA members will be provided update in the coming weeks. 

The GVIA recently completed a submission for WaterNSW pricing to IPART. Our overall requests were as follows:
1. GVIA supports a 5% annual price cap (plus inflation), consistent with IPART's WAMC pricing decision and to balance affordability pressures facing irrigators already under significant net margin strain.
a. We do NOT support the proposed 10% increase.
2. A fundamental review of WaterNSW's operating model, regulatory framework and funding arrangements should be undertaken during the draft 3-year price determination period.
3. No further WaterNSW pricing proposal(s) or IPART determination(s) be undertaken until the review is completed.

Environmental flows update

Environmental flows are currently being released targeting the Gingham. These will last for approximately 6 weeks, or until the Gingham waterhole has filled. 

The embargo has been temporarily lifted as the upper Lakes at Menindee are above 250 GL
The WSP states under Clause 51: Taking of water under floodplain harvesting (regulated river) access licences
(3) The Minister must not announce that the taking of overland flow water is permitted if the volume of water stored in Menindee Lakes Storage is less than 195 gigalitres.
This means that if your works approvals are fully compliant you are free to access FPH entitlement.

On Monday the NSW government released their "Non -urban metering Stage 2 Regulation amendments" for Public Exhibition.

The public exhibition perior will close at 10am on Monday 15th June 2026.

The main area of concerns is associated with the introduction of a requirement for  access licence holders whose access licence has 3,000 or more unit shares or ML at the commencement of the water year to attest by 30 September to the volume of water taken in the previous water year.  We cannot support this regulation as we see it as unjustified and are actively working on this aspect of the draft regulation.

Easement inundation information for landholders

The Easement Inundation Amendments went through NSW parliament this week, coming into effect on Monday the 18th May 2026. 
Water NSW has provided the following information.


"We recognise the potential for impacts to some landholders in the Gwydir, and are committed to operating in good faith and providing adequate advance notification of any future environment water releases that may affect landholders. 

The environmental water holders will also continue to liaise with potentially impacted landholders, and provide information on the extent, timing, duration and purpose of their watering events.

Please find included Media from the shadow water minister Steph Cooke MP and our local member, shadow agricultural minister Brendan Moylan MP. 
The media is related to the Water Management Amendment (Easements for Inundation) Bill 2026.
The Opposition moved an amendment to provide for a statutory Deed of Release pathway as an alternative to enduring easements. This would have provided landholders with a more flexible, negotiated and reviewable mechanism, while still allowing environmental watering outcomes to be delivered responsibly. This amendment was not supported by Labor or the Greens. The Bill was rushed through the Legislative Council with the Greens' support on 7 May 2026.
The Bill is now awaiting consideration by the Legislative Assembly, anticipated it may be brought on for debate in the coming days.

The GVIA have just completed their submission to the Menindee Review; The high level requests were as follows. 


1. The GVIA do not support any proposals that would impact on the reliability of allocation upstream or downstream of Menindee Lakes without comprehensive modelling of the benefits from any such proposal, supporting cost benefit analysis and full compensation.

2. Any proposed changes such as connectivity reforms, operating rule changes, or structural reconfiguration are considered changes in Government policy, as such will be fully compensable.

3. The MDBA prioritise investment in infrastructure at Menindee Lakes including upgrading Pamamaroo inlet regulator, installing a gated structure on weir 32 and implementing fish passage on main weir.

4. These essential infrastructure upgrades are public good and should be funded by government.

5. Climate change must be supported through adaptation rather than imposing prescriptive reductions in water reliability and allocations.

The GVIA completed our submission to the MDBA discussion paper on Friday the 1st May 2026. The high level requests were as follows:

1. No more water from agriculture (by any means)
If the MDBA or Government decide that they want any additional water for the environment, they must purchase it from the open market. We cannot accept rule changes as they are a form of compulsory acquisition in direct conflict with property rights.

2. MDBA strongly reinforce the requirement that NSW government complete constraints in the Gwydir as required under the Northern Toolkit. This must involve 
a. Investigation of strategic implementation of infrastructure (including levees to channel water through private land to the Ramsar site) in the Gwydir.
b. Proactive work with impacted community members to complete constraints.

3. MDBA urgently pursue a European Carp management strategy which ideally includes the use of Cyprinid herpesvirus-3, the Carp herpes virus.

4. The MDBA investigate mechanisms to support implementation of infrastructure such as fish passage in a practical, transparent, cost-effective process.

5. The GVIA support the MDBA position that 320GL water recovery in the Northern Basin is sufficient to satisfy the Environmentally Sustainable Level of Take (ESLT) requirements of the Water Act.

A CASE FOR STABILITY IN THE MURRAY DARLING BASIN: THERE’S NO NEED TO REDUCE WATER FROM FARMING
* 72% of inflows now remain in rivers for the environment,
* 1 in 3 Litres of water has been removed from farming since the 1990s
* MDBA data shows 92% of environmental indicators would not improve with further water recovery.
Today’s science shows that protecting river health is more than “just adding water”. There is no need for further reductions in the water for farming. It’s time to optimise existing investment and take practical, on ground action, including; tackling invasive species, restoring habitat, improving fish passage, and targeting barriers to healthy rivers.
After decades of reform, communities and farmers need stability. This means no more changes to existing water limits (inc. SDLAM adjusted) and no more water recovery by any means.
The pathway forward is a partnership with communities who live and work in the Basin - the Basin’s future depends on it.

The NSW DCCEEW announced s324 water restrictions are in place as of today the 17th April 2026.
These are designed to be extreme event policies, however the government have decided to apply the s324 as the active volume in the upper Menindee lakes has fallen below 250GL.
We have argued against this and were able to get the relaxation triggers for FPH in line with those in the Gwydir WSP, a significant win. The restrictions in the Gwydir are as follows:
Gwydir Regulated River Water Source
• floodplain harvesting (regulated river) access licences {The relaxation triggers for FPH licences (as per those already in the WSP, linked to 195GL total storage)}
• supplementary water access licences
Gingham Watercourse Water Source
• floodplain harvesting (unregulated river) access licences
• unregulated river access licences
Mallowa Creek Management Zone in the Mehi River Water Source
• unregulated river access licences

FPH storage classification

Some members with FPH licences will not be using all storages in their works approvals to take water when the opportunity occurs. If this is the case you will need to make these storages inactive, now referred to as "classified as not taking licensed water".
These storages  can be made active into the future if your situation changes. Please read the guide, and or watch the video.

Classification of Works

Entitlement holders in the Gwydir will have received letters regarding works Classifications. We have requested that additional information be provided to you to assist in completing the classification of works. In preparation, we suggest you register on the WaterNSW customer portal.

  • Customers will receive an email confirmation whether you are approved, rejected or require further information to complete the registration.
  • If the approval or licence belongs to a Business, you will need to create a business profile using the manage business function in your customer portal. A video guide is available here
  • WaterNSW will merge existing approvals and licences onto your profile in the portal, this may take up to 5 days
  • Customers will then receive an email notification to review and approve the LNK case in your profile, if something doesn’t look right, reply back to the email asap to have it rectified
  • The portal will provide all the necessary information (work ID, WAL, Works Approval etc).
  • Customers will also be able to see a map showing where the works are currently located.

WaterNSW Customer Portal

Many members will have received letters in recent weeks regarding classification of works.
Any work that is unclassified will be assumed to need a meter by default. Many unclassified works however will not need a meter, they will only need to be correctly classified. 
Works can be correctly classified in the Water NSW customer Portal. The included links will help guide you through the portal. 



 

The Gwydir Unregulated Water Sharing Plan were released and became active on Thursday 2nd April. We have significant issue, as many of the changes were not consulted in any way. Issues raised on several water sources were ignored, the wetlands map does not provide necessary detail for landholders, there still hasn't been consultation with impacted landholders, activities near prescribed wetlands is being impacted and provisions have been added to allow changes for policy that is non government.

The MDBA will be meeting with community outside Brookers Trading on Balo St for 2-4pm on Monday 30th March

The GVIA will be hosting the MDBA at our office at 10:00 am on Tuesday 31st March - Please join us.

-  No more water from Agriculture, 72% of water is already for the environment
-  Community supported constraints must be completed, the NSW government must be held accountable

Lower Gwydir Groundwater source update

Gwydir CAG afternoon session: Tuesday 17 March 2026 – 1:00pm to 4:30pm At: Social Co House
Cate Barrett and Thomas Walters, Hydrogeologists from the Groundwater Management and Science, Water Science will be providing an update on the Lower Gwydir Ground water Source. 
We encourage ground water entitlement holders to attend to be provided an update. This is important to help inform our understanding of the risks for the water source. 

Please find included our proposals regarding the Initial SDL Assessment Lower Gwydir Alluvium (GS24). Expectation that the trade restrictions fully implemented across the water resource in 2023 will continue to show improvements in the recharge capacity or the resource once they have been in place for a minimum of 10 years. The GVIA Request the following;

1. No change to SDL until management arrangements (trade restrictions) have had time to demonstrate that they are suitable.

2. Support maintaining the existing trade restrictions until 2035 (15 years) to enable their impact to be fully appreciated.

3. Support maintaining the existing carryover.

4. Users are actively engaged in consultation on the Water source between the MDBA and NSW DCCEEW before any changes to management are made.

The Menindee Lakes Review aims to define the issues with the current management the Menindee Lakes and explore options for improved managing the Lakes for the health and resilience of Basin communities, industries and the environment. The GVIA want this to be for upstream and downstream communities, not just downstream as is currently occurring. The MDBA see it as an opportunity to strengthen what is currently working and identify where change might be needed. The review, by the MDBA on behalf of the joint River Murray governments, complements ongoing work by New South Wales to improve water resource management and environmental outcomes in the region as outlined in the Menindee Review Consultation Paper.
Of most concern to GVIA members is that the review is focused downstream of the lakes in the lower Darling and Murray. Yet when mismanagement leads to an outcome that politicians don't like, everyone expects the problem to be solved by restricting water sources upstream. The GVIA will be ensuring that we do everything we can to raising our concerns. We will be pushing strongly for the Pamamaroo inlet regulator to be fixed, as it is one of the areas where failure to address problems in a timely and efficient manner is having negative impacts on northern basin entitlement holders and their communities. 

Landholders can apply for a $1000 or $2000 reimbursement if they extract water from groundwater, or regulated or unregulated river sources in the Murray–Darling Basin and hold an annual entitlement of 100 ML or greater.
It’s also on offer farmers and landholders who have used 100 ML of water or more in any one year since 2023.
The cashback ensures water users who are required to install telemetry devices but choose to engage their own duly qualified person (DQP) instead of participating in the program’s free device rollout, which is currently underway across inland regions of the state.

The recently released MDBA discussion paper identified in the initial assessment of Sustainable Diversion Limits (SDL) that there are risks for us.
The Gwydir surface SDL may not support Basin Plan environmental outcomes. This is primarily related to floodplain inundation and waterbird breeding in the ramsar sites. It is tightly linked to the Northern Toolkit Gwydir constraints project. The MDBA is supporting the completion of the reconnecting water course country program. The GVIA will support community supported constraints' management as an overriding principle. 
The Lower Gwydir Alluvial SDL was also identified as being at risk. This is primarily as the recharge has not occurred as would be ideal. Importantly we must accept that as it is a large aquifer with high buffering it takes a long time for changes in recharge to affect overall levels, i.e. the aquifer has low sensitivity to use or changes in recharge. Trade restrictions implemented from 2020 to 2023 are showing positive outcomes. We will be supporting the existing trade restrictions put in place by DCCEEW for an extended time, 15 years, to enable time for changes to be observed. As such the GVIA will be working towards no changes to SDL until 2035. 

Basin Plan Discussion Paper

In early February the MDBA released the Basin Plan Discussion Paper. This is the four document which inform the review and the development of the next Basin Plan. The document suggests that we need more of a management plan now. There are however still some concerns. The assumptions informing the discussion paper are that SDLAM project will be completed and the whole 450GL for the southern connected system will be recovered. Of most concern is that 100GL of this will be from the north. The document also talks about creating connectivity in the north and the use of rule changes. Neither of which are acceptable to our members. We have consistently stated that 

  • We support the MDBA position that 320GL water recovery in the Northern Basin is sufficient to satisfy the Environmentally Sustainable Level of Take (ESLT) requirements of the Water Act.
  • We do Not believe water for the 450GL should be recovered from the northern Basin.
  • If the Government wishes to recover water towards the 450GL or connectivity, they must purchase it on the open market.

The department released the latest Gwydir regulated Water allocation update on the 6th February. There has been no allocation to general security (GS) licences.
The GS account balance is about 479 gigalitres (GL), or an average 94% of entitlement. Of this 144GL is HEW. 
The environmental water allowance (EWA) balance is about 73 GL, or an average of 162% of entitlement.
During January, total essential supply demand was about 3.8 GL, and GS usage was approximately 109.2 GL. Average GS account balance is 94%
Around 7.8 GL of EWA delivered during this period, resulting in an average account balance of 16@% as of 31st January.
All the forecast quantiles sit well below the historical flows, indicating that inflows from January to March 2026 will likely be lower than historical levels.

    Further information:

    Mallowa: Target in the east have been inundated, some western areas yet to be inundated. Deliveries expected to finish mid-April 2026.
    Lower Gwydir:     The 3 month delivery of E-water to Lower Gwydir ceased on 26 December 2025. A total of 7,550ML entered the watercourse at Millewa, including 3,200ML of managed E-water. 
    Gingham: Deliveries commenced early December 2025. Target flow rate is 100 ML/d connect through to Boyanga Waterhole. Delivery target may continue past February.
    Whittakers Lagoon: Orders have been placed to fill Whittakers Lagoon to fill the lagoon before the end of January 2026.
    Mehi River flows: Delivery for fish to the lower Mehi commenced 13 December 2025. This flow will continue through Summer and into Autumn.
    Barwon River: In addition to the Mehi River flow releases from the Border Rivers and Gwydir valleys commenced over Christmas New Year. This event was designed to support base flows in the Barwon River between Mungindi and Walgett. Releases from Glenlyon and Copeton Dams are expected to cease early February 2026.

    National environment listing in MDB, just words not action

    15 January 2026, Canberra, ACT: Today’s announcement to list parts of the Murray Darling Basin floodplains as “critically endangered” under the updated Environment Protection and Biodiversity Conservation Act 1999 (Cth) adds another layer of complexity to already heavy regulation in the Basin – and will achieve little without real investment in addressing delivery constraints and major threats like carp.

    The GVIA are currently looking for a Project and Policy Support Officer. 
    The project officer role would entail working on behalf of and in partnership with the GVIA Members to deliver requirements as detailed in projects.
    The policy support role will entail supporting the EO in the review and analysis of regulatory policy and provide support to Members in the interpretation and application of policy.
    The role would also support the EO in communication of water related issues to the wider community.

    The Gwydir AWD released on the 12th Jan 2026 indicated that there was an estimated 6 GL of inflows into Copeton Dam and 2 GL from the downstream tributaries during Dec 2025, and therefore no allocation increment to General Security (GS) or ECA licences. 
    The average GS account balance is 115%, while the ECA account balance is 180%.
    During December, total essential supply demand was about 4.9 GL, and GS usage was approximately 29.9 GL. Around 6.9 GL of EWA delivered during this period.

    In partnership with the NSW Government, TAFE NSW has launched a free, 3-hour online course designed to fast-track qualified tradespeople into becoming duly qualified persons (DQPs). DQP's can: 

    • install and validate non-urban water meters 
    • ensure installations meet compliance and safety standards 
    • offer ongoing servicing and maintenance
    • support sustainable, responsible water management. 


    The following trades can apply: irrigation technician, plumber, instrumentation specialist, hydrographer, engineer, fitter-welder, closed conduit meter manufacturer, electrician, local intelligence device manufacturer, or telecommunications technician. 

    Environmental Deliveries in Gwydir

    Mallowa: commenced 5 Dec 2025 and are planned to continue through to April 2026. 
    Lower Gwydir:  commenced 3 Oct 2025 finishing shortly after 3 months of watering.  
    Gingham: commenced 1 Dec 2025 at of 50 ML/d increasing to 100 ML/d (maximum through raft) through to Boyanga Waterhole. Flows likely to cease Feb 2026. 
    Whittakers Lagoon: Is expected to fill early in the new year. 
    Mehi River: Lower Mehi fish deliveries commenced 13 Dec 2025 connecting with the Barwon River to create local fish movement between the rivers. 
    Barwon River:  CEWH and NSW CPHR are planning releases from the Border Rivers and Gwydir to support base flows in the Barwon between Mungindi and Walgett commencing in Dec, likely continuing for 3-4 weeks. Flows from the Gwydir will be via both the Mehi and the Carole – details are still being determined in conjunction with WNSW river operators.

    The NSW Department have acknowledged that the current clause 57 currently doe While the intent of the rule hasn’t changed since 2004, we acknowledge that the rule as written hasn’t been implemented by WaterNSW since the 2022 amendment, and further it appears that the current clause wouldn’t operate as intended. They have amended the Access Licence Dealing Principles Order such that it effectively puts the restrictions to temporary trade under clause 57 (1) on hold until the end of May 2026. This is intended to provide further time to examine and address this problem. The intention is to revisit the rule in the plan to find a longer term resolution in 2026.

    There is no allocation increment to general security (GS) licences in the Gwydir Regulated River Water Source this time. The GS account balance is about 619 gigalitres (GL), or an average 121% of entitlement.
    The environmental water allowance (EWA) balance is about 88 GL, or an average of 195% of entitlement.
    As of 30 November 2025, Copeton Dam received an estimated 9 GL of inflow, with downstream tributaries contributing a further 4 GL. 
    During November, total essential supply demand was about 3.4 GL, and GS usage was approximately 5 GL. Around 1 GL of EWA delivered during this period.

    MOREE Plains Shire Council is seeking community feedback on a proposal to adjust the Moree to Sydney flight schedule.
    The proposal is to remove the Saturday service, and put on an evening service on Tuesday. There is no proposal to change the existing time of the Tuesday morning flights which get to Sydney between 11:30 and 12:00.

    The rule 57 (1) of the Water Sharing Plan for the Gwydir Regulated River Water Source 2016 states that a temporary trade is prohibited if it increases total allocation in the segments specified in table A of rule 55.  Increase in allocation means buying water into those segments in Table A. 
    That means, for temporary trade rule 57 (1) 

    • WaterNSW first look at where are the linked works of the buyer's access licence. If at least one linked work is in those segments specified in Table A, then rule 57 (1) is applied. 
    • If none of the buyer's linked works are in any of those segments (table A), then WaterNSW proceed with the rest of the assessment, because there is no risk of total allocation increase in any of the segments from Table A. 
    • If WaterNSW needs to apply 57(1) rule, they also look at the seller's licence linked works to see where the water could come from (other segments, same segment, mix), unfortunately there is no mechanism for WaterNSW to check where the seller is transferring the water from, if the seller licence has multiple works in different segments.


    Applying the rule 57(1) means calculating the total allocations of the buyer's segment from Table A and adding the proposed trade amount. If the calculated amount is below the permitted allocation amount in Column 2 of the Table A, they move on to the rest of the 
    assessment, however if the calculated amount is higher, then the transfer will be refused. 

    Farmers in the Basin are calling on the Federal Government to escalate water security for agriculture as a priority, following the findings of the Basin Outlook, published today which echoed findings from the National Climate Risk Assessment. 
    “All climate change scenarios will have significant risks on water security for Australian agriculture,” said NIC CEO, Zara Lowien “farmers are adapting every day to changing climate, but can only adapt so far, water security is critical”. 
    “The Outlook modelling scenarios found the Basin will be both wetter and drier, with more extreme conditions with varying impacts and level of uncertainty around the Basin.” 
    “It is absolutely important that we consider climate change as part of the Basin Plan Review, but this needs to be fit for purpose, recognising the uncertainty, and extremes to both wet and dry.” 
    “We are concerned the document has over-generalised headlines, but when you look at the detail, there are a lot of unknowns and uncertainty,” said Ms Lowien. “That’s not to dismiss the work, rather that when Government responds to it, they need to consider its limitations which are very evident in the report.”

    The Member for Cootamundra/ Shadow Minister for Water Steph Cooke and local member Brendan Moylan spent many months putting together approximately 40 amendments to the Bill to make it fairer for irrigators and water users across NSW. 
    Together they ran and argued 39 amendments in the Lower House where they were voted down by the Minns Labor Government and the Greens.

    • All works with total entitlement of more than 15 ML and less than 100 ML must have a pattern-approved meter installed by 1 December 2027 or their next works approval renewal date (whichever is the later) 
    • Works with total entitlement of less than 15 ML do not require a meter unless they are utilized for trading entitlement.
    • Surface water pumps of 500 mm diameter or more, and works in inland water sources with total entitlement of 100 ML or more must already have an AS4747 meter, LID, and telemetry, installed and validated by a duly qualified person (DQP) 

    "More water rights in the Murray-Darling Basin will be purchased from farmers and irrigators in a renewed push by the federal government to return 450 gigalitres of water to the environment.".....
    "He also flagged that the government is closely considering purchasing water from the northern part of the basin for the first time.
    "Recent advice from the Murray-Darling Basin Authority highlights the potential benefits of pursuing water recovery in the northern basin to contribute towards the 450 gigalitre target.
    "While this is not an adopted policy of our government right now, I will work closely with my department in considering this advice.""

    There is no allocation increment to general security (GS) licences in the Gwydir Regulated River Water Source at the end of October 2025.
    The GS account balance is about 623 gigalitres (GL), or an average 122% of entitlement.
    Environmental water allowance (EWA) remains the same as it has reached its maximum limit by 200%.
    As of 31 October 2025, Copeton Dam received an estimated 8 GL of inflow, with downstream tributaries contributing a further 2 GL. These inflows were insufficient to support an increase in GS water allocations. The current resource assessment is based on system conditions observed up to 31 October 2025.

    Cotton Australia recently released some information on what is required under the Fair Work Act 2009 with regards terminating an employee. It provides some interpretation of what is required by the Act from a procedural fairness perspective. 

    “This was a missed opportunity for Minister Watt to put politics aside and send a strong message about refocusing the Basin Plan on outcomes, not just numbers” said NIC CEO, Zara Lowien. 
    “At the MDBA’s invitation, Basin Leaders gathered in Adelaide to consider the recently released scientific evidence which found environmental priorities in the Basin have shifted and emboldened participants to work on solutions to move beyond ‘just adding water’”.
    “Stakeholders were focusing on how to achieve environmental outcomes and considering options to reduce invasive species and improve native fish populations, better integrate broader catchment management principles into Basin management, and how to efficiently get water onto floodplains.”
    “The announcement which targets additional environmental water, above Sustainable Diversion Limits and arguably with low environmental utility due to the uncertainty of constraints, was at odds the proactive and productive discussions”.

    MDBA

    The Murray Darling Basin Plan 2012 has achieved its goal to reduce diversions to Sustainable Diversion Limits delivering a healthy working basin with optimised social, economic and environmental outcomes. The Basin Plan Evaluation notes that flow-based outcomes have been achieved, there’s no need for more water as 72% of river flows are for environmental purposes.

    There are still many non-flow outcomes needing to be achieved.  The focus must be on getting better outcomes from existing water, by addressing barriers to improve environmental outcomes, including carp management, riparian management, fish screens and fish passage. It is in Australia’s best interest for water policy to focus on shared outcomes not politics into the future. The next MDBP must be a management plan not a volumetric plan.

    The Gwydir Unregulated WSP remains inactive. In early September the department released proposals for cease to pump restrictions on three water sources in the Gwydir. These were Copeton Dam, Moredun Creek and Tycannah Creek. These assessments were based on assertions that the water sources ecologically significant and under pressure from extraction. The assessments of the water sources considered only the potential risk (assumption of 100% of take being accessed) versus the actual risk. They failed to consider and metering data or inactive entitlements. For more information please read our submission. 

    WAMC’s prices for water management services will increase by an average annualised rate of 5% plus inflation over four years to 2028-29.
    They continue to apply water take charges to floodplain harvesting licences and have introduced an additional water management charge for floodplain harvesting to help recover WaterNSW’s incremental costs associated with floodplain harvesting.
    As  introduction of new WAMC prices were deferred by 3 months (i.e. from 1 July 2025 to 1 October 2025), the water management component of a typical bill will increase by 7.5% and the MAC by 3.9% on 1 October 2025. Typical bills over the full 2025-26 year will be equivalent to what they would have been if new WAMC prices had been introduced on 1 July 2025.

    General security (GS) licences and ECA in the Gwydir Regulated River have received an increase of 48% of entitlement. This takes the GS account balance to 607 gigalitres (GL), or an average 119%, and increases the ECA account balance to its maximum allowable 90 GL or 200% of entitlement. 
    In August, Copeton Dam inflow was approximately 268 GL, with downstream tributaries contributing an additional 141 GL. 

    To get concurrence from the environment minister the NSW DCCEEW are proposing changes to access rules on the Tycannah Creek.
    * existing access rules prevent water being taken when there is no visible flow at an individual pump site.
    * proposed new access rules will prevent water being taken when flow is 2 ML/day or less at the Tycannah Creek Horseshoe Lagoon Gauge (418032). This rule is proposed to apply to all access licenses in the water source.

This rule is proposed to apply to all access licenses in the water source except for the single Domestic and Stock (Town Water Supply) subcategory access license which is exempt from access rules and pool rules.

    NIC media release.
    A new report by the Inspector-General of Water Compliance (IGWC) found: "All 78 SDL resource units assessed for the 2023–2024 water accounting year were found to be compliant." 
    “The report confirms Sustainable Diversion Limits are being enforced and in fact, water diversions are well under these limits,” said National Irrigators’ Council CEO, Zara Lowien.
    “Getting water use below these Sustainable Diversion Limits was a huge feat, and it means 1 in 3 litres of irrigation water are now out of production and remain in rivers.”
